We are looking for an experienced project management professional to join our Engineering Team as a Project Engineer. The Day to Day:

WATER AND WASTEWATER CAPITAL IMPROVEMENT PROJECT (CIP) MANAGEMENT: The Project Engineer will be the team leader during the all stages of CIP implementation including: generation of projects, scoping/budgeting, planning, community stakeholder meetings, coordination with internal operations teams, design review, permitting, bidding, construction, contract administration, testing and startup, and close out/warranty.  The Project Engineer will manage project risk and deliver new or upgraded infrastructure to various operations groups and the ratepayers/customers.

The Project Engineer will oversee multiple projects associated with the District’s Water & Wastewater facilities and infrastructure.  The Project Engineer will support operations department managers and supervisors (water, wastewater, and field operations) by facilitating budget requests, scoping, and scheduling Capital Improvement Projects.  Typical projects include rehabilitations or expansions of Water and Wastewater Treatment facilities, water or sewer pipeline replacements or rehabilitations, master plans and studies, rehabilitation and new construction of water storage facilities, new well construction and existing well redevelopment, water and sewer line replacement/reconstruction, and upgrade and retrofit of pump stations, for example.

PLANNING AND COORDINATION: During planning stages of a project, the Project Engineer will consult with the appropriate internal and external stakeholders to develop project needs utilizing input from operations teams, appropriate master planning documents, and other sources.  The Project Engineer will help determine the project’s schedule and delivery method, and determine the scope, schedule and budget.  The Project Engineer will be responsible for coordinating external stakeholders such as permitting agencies (federal, state, and local), land use jurisdictions, municipalities, and other utility companies.  The Project Engineer will administer contracts for design consultants, and administer competitive Requests for Proposals (RFPs) if necessary and coordinate easement research and easement acquisition for projects as needed.

DESIGN: During the design phase of the project, the Project Engineer will lead design review meetings, coordinating District and external stakeholder involvement and input, and provide thorough technical plan and specification review to ensure conformance with District and other applicable specifications and standards, and ensure integration with existing facilities and operations. 

BIDDING, SCHEDULING AND CONSTRUCTION: Once the design of a project is complete, the Project Engineer will administer  all aspects of the construction project. This includes managing the bidding, award, contract administration, construction scheduling, requests for information (RFI), field changes, communication with and coordination between engineers and contractors, pay application negotiations and recommendations, field observation and documentation, submittal review, negotiation of change orders, coordination with District operations, coordination with interested property owners, regulatory agencies, special inspectors, other utilities, secures accurate project as-builts and ensures they are added to the District data management and recordkeeping.  The Project Engineer will lead public engagement and notification efforts as needed.  Job duties will also include coordination of District interests with town, county, and state agencies, contractors, architects, engineers and other service providers. The Project Engineer will prepares reports and presentations to District management team and Board of Directors as needed for project updates. The Project Engineer will be responsible for documentation of all construction management aspects of assigned CIP projects. The Project Engineer will be responsible for coordinating work during the subsequent warranty period

PROJECT MANAGEMENT, SAFETY AND REGULATORY COMPLIANCE: The Project Engineer will monitor the construction contractor’s performance relative to safety, quality, schedule, and contract compliance, as well as interpret documentation related to hydraulics and pumps, power circuits (480 VAC and below), P&ID, controls, electrical schematics, mechanical schematics, engineering standards, environmental regulations. Attend and/or lead regularly scheduled project meetings and present status reports. Provide detailed plan review during design phase and constructability recommendations to the design engineers. Coordinate contractor and system operations during shutdowns, construction tie-ins, start-up, testing and commissioning. Review and administer contractor’s start-up, testing and commissioning plans. Follow through with permit requirements until project is complete. Monitor the project budget and review all change order modification requests for amendments. Administers warranty period after project completion. Work cooperatively with contractors to foresee potential liabilities, change orders and delays and resolve to the District’s benefit. Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties

THE BIG PICTURE: Manage the design phase of projects work to meet the needs of operations groups and manage the construction phase of projects in compliance with the contract drawings and specifications.  Identify and mitigate project risk and deliver capital improvement projects to operators and ratepayers. Collaborate with Operations Managers and Supervisors to champion continuous improvement in project management processes and procedures aimed at reducing District risk and increasing capital investment value. Support the Operations Divisions in realizing capital improvement goals. Communicate effectively and lead the project team.  Provide technical review and assistance as needed in-house. 

QUALIFICATIONS:

·        Bachelor’s degree (B. S.) in Civil Engineering, Environmental Engineering, Mechanical Engineering, Construction Management or related field; a minimum of five years related experience which includes multi-disciplinary construction (mechanical, electrical, structural, architectural, civil); experience with wastewater treatment and collection systems, new and rehabilitated pipelines, pump stations, water treatment, distribution, and storage systems, including booster stations, storage tanks and associated facilities, or equivalent combination of education and experience.

  • Knowledge of state and local permitting processes a plus. 
  • PE license or ability to acquire one highly desirable.
  • Experience in the development, management, and implementation of infrastructure projects
  • Knowledge of design drawing, project manual, and specification preparation processes
  • Knowledge of public bidding processes and statutory requirements related thereto
  • Able to read and interpret contract documents, construction drawings, and specifications
  • Effective communication with internal and external stakeholders
  • Effective leadership of a project team
  • Able to manage multiple projects concurrently in various stages
  • Able to read and interpret critical path method (CPM) construction schedules
  • Proficient with Microsoft Outlook, Word, Project, Excel, Powerpoint, Adobe, Bluebeam Revu, AutoCAD
  • Proficient with basic construction best practices
  • Knowledge of basic construction site safety procedures
  • Stewardship of public funds for design and construction
  • Experience required with technical writing, including documenting contract progress and address, submittals, RFIs, field directives, change order requests and negotiations.
  • Must possess a valid Colorado Driver’s license within 30 days of full time employment and be insurable under District’s standards. 
  • Must obtain CPR/First Aid Certification within the first six (6) months of employment.
  • Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties
  • This role will work a mixture of office and field work with occasional potential to work from home depending on the daily tasks and assignments.

The pay range for this role is $74,933.04 – $112,410.48 annually. Starting range depends on qualifications but generally falls within the minimum and midpoint of the pay range.
